State police charged 38-year-old Robert Mosback on Thursday. He was released on $5,000 bail and is scheduled to be arraigned Dec. 14.
A state police investigation that Mosback was drunk when he crashed at about 11:20 p.m. on June 26.
The five-year veteran has since resigned from the force.
The investigation determined that Mosback was driving 60 to 70 miles per hour in a 30 mile per hour zone. He claimed he was pursuing a suspicious car, but he never used his lights or sirens and never called in the incident.
The crash knocked out power to the neighborhood and caused about $100,000 in damage.
